Product Engineering and Data Solutions (PEDS) is a key unit of Optum that provides data management products and services to other UHG and commercial customers. As Vice President of Data Controls and Quality Framework you will have responsibility for building a framework for data controls and quality and adapting this framework to meet the needs across the OT portfolio. You will drive the data controls and quality program to include framework adaptation, business case justification, teaming with stakeholders, executing the plan to meeting data product needs and generating the business benefits defined for all targeted data control/quality situations.

Primary Responsibilities:

  • Establish the strategic vision and tactical plan for driving effective data control/quality framework delivery
  • Define comprehensive Data Control and Quality Framework strategy to include scope, purpose, business case, financial analysis, integration with other key programs
  • Establish, launch and execute tactical plan based on priority order to drive data controls and quality framework agenda and desired outcomes
  • Facilitate and lead cross-org teams involving OT, Business, others
  • Engaging key stakeholders on Controls and Quality Requirements – Data Science, Product Owner, Business Users
  • Define service levels and commitments (cycle time, quality, cost) for all key data controls/quality activities
  • Establish and lead the cross-organizational data controls and quality governance committee
  • Work directly with the OBDP Business Product Ownership on establishing the sufficient level of controls at an affordable cost
  • Define the measures, metrics and performance / outcome reporting to size data controls and quality opportunities and report/monitor tangible/measurable benefits
  • Ensure data controls and quality activities factor in quality, performance and scalability
  • Take a practical, pragmatic and results oriented approach to targeting and executing data controls and quality agenda
  • Manage related budgets, drive cost control measures, seek out efficiencies, and improve technological capabilities in support of Optum business activities
  • Recruit, supervise, develop, and coach staff. Provide leadership and mentorship to direct as well as matrixed team members – leverage resources and ensure optimal utilization of resources
  • Strong executive presence and demonstrated ability to influence senior leadership
  • Track record of success leading through influence (vs. direct authority)
  • Actively support and drive UHGs United Culture program
  • Visualize, frame and drive potential commercial offering
  • Self-directed approach with positive attitude
  • Leading and embracing change
  • Effectively deal with moderate levels of ambiguity – can shift gears comfortably and handle risk and uncertainty

Required Qualifications:

  • Undergraduate degree or equivalent experience
  • 10+ years leadership experience in Technology, Operations and/or Finance
  • 8+ years of experience in one or more aspects of information technology operations, development or other IT areas
  • 5+ years hands-on working with Data Controls and Quality tools/technology
  • 5+ years of experience specifically in planning, business case development, return-on-investment analysis
  • 2+ years Program Management experience
  • Prior experience managing director-level direct/indirect reports in a cross matrixed or virtual environment
  • Ability to engage and relay concepts and details with Executives
  • Able to champion recommendations in front of executive management with effective formal presentation and facilitation skills
  • Available locations: Minnetonka, MN (most preferred); Boston, MA; Rocky Hill, CT; Raleigh, NC – if you do NOT live in one of these locations, but are willing to relocate, relocation assistance maybe available for the selected candidate

Preferred Qualifications:

  • Graduate Degree – MBA or advanced Technical degree
  • Big Data experience – Hadoop and other
  • Previous UnitedHealth Group management experience
  • Extensive ITIL experience
  • Software and Services management experience
  • Business Analysis experience
  • Big 4 and/or Professional Services consulting experience
